Anyone aged between 16 and 25 years old as well as students in full time study can apply for a 16-25 Railcard

TFL Oyster Off-Peak pay as you go Daily Price Cap and Off-Peak pay as you go single fares for journeys on National Rail, London Underground and Docklands Light Railway
Off-Peak Day Travelcard Zones 1-6 (subject to minimum fare)
Anytime Day Travelcard Zones 1-6 when bought as part of ticket to London from outside the London Zones area (subject to minimum fare)
Airport transfers like Heathrow and Gatwick Express

You will need to prove that you are eligible for a 16-25 by submitting proof of age or study, more on this here
To get your 16-25 Railcard discount loaded onto your registered Oyster card or 18+ Student Oyster photocard by taking it to a London Underground station along with your 16-25 Railcard and ask a member of staff to set the discount for you.

Please note:

1. The Railcard is available to residents of Great Britain aged between 16 and 25 years of age and mature students in full-time study. You will be required to provide details of your valid passport of UK driving licence as proof of age and mature students need to prove eligibility.

2. Railcard to be carried on all journeys and used when purchasing discounted tickets.

3. A minimum fare applies for all journeys between 4.30am-10am Monday to Friday. If you travel regularly before 10am then a weekly or monthly season ticket may be more appropriate (Railcard discount will not apply). However there is no minimum fare in July or August, on Public Holidays, and at weekends.
